In New York state, low-income residents may be eligible to receive health insurance benefits through Medicaid. The federally-funded insurance program is available to different eligibility groups that meet the requirements determined by the state. In addition to the income requirements, you will also need to meet the asset requirements. Once you determine you are qualified to receive New York Medicaid coverage, contact your local department of social services by phone mail or in-person to submit an application.

1. Meet the eligibility group requirements. In New York, Medicaid is available to pregnant women, children under the age of 19, parents or legal guardians of children under the age of 21, foster children, elderly or disabled individuals.
2. Check to see if you fall below the income limit. If you are applying for coverage as a pregnant woman or for a child up to a year of age, the gross monthly income of the household should be 200 percent of the federal poverty level (FPL), which is $1,805 for a single person. To receive coverage for children ages 1 through 5, your household income must be 133 percent of the FPL, or $1,201. Medicaid for children ages 6 through 18 years can be received if you earn 100% of the FPL, $903. Medicaid coverage for children is offered at a small monthly fee for households who exceed the income requirements. For example, a family with three household members that earns a gross monthly income of $3,388 or less can receive Medicaid for $9 a month per child. Parents cannot exceed 150 percent of the FPL. Elderly or disabled individuals receiving SSI benefits are typically meet the income requirements for Medicaid. Those who do not receive SSI must earn 133 percent of the FPL.
3. Meet the asset requirements. In New York, certain assets are not considered when determining Medicaid eligibility. Your home and primary vehicle are exempt assets. Countable assets include cash, bank accounts and investments. As of 2010, the asset limit for an individual without children is $13,000. A couple without children cannot exceed $20,100 in countable assets. There is no asset limit for a family with children or a pregnant woman.
4. Provide necessary documents. To qualify for Medicaid in New York, you will need to submit proof of identity, income and residency. Your driver's license, pay stubs and current utility bill typically satisfy the documentation requirements. Birth certificates and Social Security cards are also required for all household members seeking benefits.
